Andrew E. Lelling
Being one of the three candidates for the United States Attorney for the District of Massachusetts, Andrew E. Lelling was nominated by President Donald Trump on September 11, 2017. Attorney Lelling’s nomination was ordered to be reported favorably by the Committee on the Judiciary on November 16, 2017, and was confirmed by the Senate by Voice Vote on December 14, 2017. He was sworn in as the United States Attorney for the District of Massachusetts on December 21, 2017.

Educational Background
A member of the Phi Beta Kappa of the Binghamton University, Andrew E. Lelling received his undergraduate degree in Bachelor of Arts in Literature and Rhetoric in 1991. He earned his Juris Doctorate, graduating cum laude, at the University of Pennsylvania Law School in 1994. Atty Lelling was the Articles Editor of the University of Pennsylvania Law Review and a member of The Federalist Society since 1993.
Legal Career
The legal career of Andrew E. Lelling began at the United States District Court for the Southern District of Georgia. He served in the office as a Judicial Law Clerk under the U.S. District Court Chief Judge Berry Avant Edenfield for about a year, from 1994 to 1995. Then, he became a Litigation Associate at the former Dewey & LeBoeuf in New York, from 1995 to 1997. Andrew E. Lelling was also appointed as a Special Assistant District Attorney at the Middlesex County District Attorney’s Office from 1999 to 2000 and a Senior Litigation Associate at the Goodwin Procter LLP from 1997 to 2001.
Prior to working as a federal prosecutor, U.S. Attorney Lelling served at the United States Department of Justice, from 2001 to 2003, as an Acting Deputy Assistant and Counsel to the Assistant Attorney General for the Civil Rights Division. In line with the DOJ’s effort to prevent future terrorist attacks following the September 11, 2001 attacks, Andrew Lelling advocates for the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism or The USA PATRIOT Act. His duty also involved civil investigations, civil rights, and voting rights enforcement actions in the District of Columbia. Andrew Lelling also had a major contribution to the 2000 Presidential Election in Florida, where he led the DOJ’s investigation. Furthermore, Andrew E. Lelling assisted in the negotiation with the government of China regarding human rights issues.
In 2003, Andrew Lelling served at the United States Attorney’s Office of the Eastern District of Virginia as an Assistant U.S. Attorney. After he served to the Eastern District of Virginia in 2005, Andrew E. Lelling served as an Assistant U.S. Attorney at the United States Attorney’s Office – District of Massachusetts for almost nine years, then becoming the Senior Litigation Counsel in the Economic Crimes Unit, and also in the Organized Crime and Drug Enforcement Task Force from 2014 to 2017.
Successful Litigated Matters
During his service at the U.S. Attorney’s Office of the District of Massachusetts, Andrew Lelling focused on various federal crimes, including the prosecution of major immigration and international drug trafficking, complex fraud, and white-collar crimes. One of his successful litigated matters involved a billion-dollar pyramid scheme, amounting to over $3 billion, and affecting almost two million individuals around the world. He also successfully prosecuted domestic branches of drug trafficking organizations, which were based in Mexico, and Eastern Europe.
Andrew E. Lelling has extensive experience in federal prosecution. Some of his accomplishments were the development of enforcement policy and the training of prosecutors and law enforcement officers for criminal prosecution. In 2017, he prosecuted “The Codfather,” a New Bedford fishing mogul, who was responsible for mislabeling numerous fish to increase profit margin, and by-pass federal rules.
Bar and Courts Admissions, and Teaching
A former member of the Board of Editors of the Boston Bar Association Journal from 2014 to 2017, Attorney Lelling has immense knowledge of criminal, corporate, and civil law. From 2012 to 2016, Andrew Lelling taught as an adjunct faculty at the New England School of Law, instructing upper-level seminars on securities regulation and enforcement.
Office Jurisdiction
As the incumbent U.S. Attorney for the District of Massachusetts, Atty Lelling notes that he “will continue to collaborate with these distinguished public servants to fulfil the mission of the Department of Justice.” He currently oversees a staff of approximately 200 attorneys and supporting personnel. Andrew Lelling is the top federal law enforcement officer of the District of Massachusetts and is responsible for prosecuting a wide variety of federal matters such as white-collar crime, narcotics, money laundering, violence, and national security. The office is also in charge of prosecuting litigation matters of all criminal and civil cases, defending the United States, and also recovering debts owed to the state.
