Brandon B. Brown - United States Attorney for the Western District of Louisiana

Brandon B. Brown, a Shreveport lawyer, was named the new United States Attorney for the Western District of Louisiana. On December 10, 2021, Brandon Brown was sworn in as the Chief Federal Law Enforcement Official for the Western District of Louisiana at the federal courthouse in Lafayette. He was nominated by President Joseph R. Biden, Jr. on November 15, 2021, and was confirmed by the United States Senate by Voice Vote on December 7, 2021. U.S. Attorney Brandon Brown will be serving in the highest position in the Office of the United States Attorney for the Western District of Louisiana for the term of four years, succeeding former Acting U.S. Attorney Alexander C. Van Hook, who served as interim United States Attorney upon the departure of former U.S. Attorney David C. Joseph on August 3, 2020.

Educational Background and Bar and Court Admissions

U.S. Attorney Brown is a Louisiana Tech University graduate, earning his Bachelor of Science in Computer Information Systems in May of 2002. He later pursued postgraduate studies at Louisiana Tech University, receiving his Master of Business Administration in May of 2004. Top Federal Prosecutor Brandon Brown eventually followed the law and attended the Southern University Law Center, earning his Juris Doctorate in May of 2007. At the Southern University Law Center, U.S. Attorney Brown was the 1L class president, the leader of the student recruitment committee, the representative of indigent defendants in the criminal clinical program, and a member of the Moot Court Board. Five months following his graduation from law school, in October 2007, U.S. Attorney Brown was admitted to the Louisiana State Bar Association. In 2011, U.S. Attorney Brown was granted admission to practice in the United States Court of Appeals for the Fifth Circuit and the United States District Court for the Western District of Louisiana in March and July, respectively.

Professional Career

Six months after earning his Bachelor of Science degree, Top Federal Prosecutor Brown began working as a Temporary Programmer at CenturyTel, serving for four months until March 2003. He then returned to his alma mater and worked as a Graduate Assistant at Louisiana Tech University from March 2003 to May 2004. Throughout these years, U.S. Attorney Brown managed his professional career, all while taking up a Master’s Degree. A year into law school, U.S. Attorney Brandon Brown opted to serve as a Research Assistant at the Southern University Law Center. He did so for a year, from May 2005 to May 2006.

Legal Career of Attorney Brown

Clerkship

After his stint as a Research Assistant, U.S. Attorney Brown launched his legal career and served as a Law Clerk in The Law Offices of Gail N. McKay. For four months, from May through August 2006, he was in charge of conducting extensive legal research, focusing on civil litigation matters. Moreover, U.S. Attorney Brown’s duties included preparing and drafting pleadings, motions, and briefs for an array of civil cases, such as disability and gender discrimination, major wrongful death, personal death, and wrongful termination, among other civil litigation matters. In this capacity, U.S. Attorney Brown also participated in meetings with clients and opposing attorneys during the discovery phase of the matter and in depositions.

District Attorney’s Office & Private Law Office

Upon his admission into the Louisiana State Bar Association, Top Federal Prosecutor Brandon Brown began serving as an Assistant District Attorney at the Ouachita Parish District Attorney’s Office. Attorney Brown’s area of practice then shifted from civil litigations to criminal prosecutions as he was assigned to prosecute violations of misdemeanor offenses in the State of Louisiana. In September 2008, U.S. Attorney Brown was promoted to the Felony Division of the 4th Judicial District Attorney’s Office in Monroe, where he was tasked to prosecute various cases of state felony violations. For five years, until November 2012, U.S. Attorney Brown screened potential charges in felony crimes; investigated underlying facts of cases in preparation for trials; conducted hearings, tried cases, and presented cases to the grand jury; and negotiated plea deals with the opposing attorney for many instances. While serving in the District Attorney’s Office, U.S. Attorney Brandon Brown found time to establish The Network of the Twin Cities, LLC, where he maintained a part-time personal injury-based solo private law practice until November 2011.

U.S. Attorney’s Office for the Western District of Louisiana

In November 2012, U.S. Attorney Brown resigned from the 4th Judicial District Attorney’s Office and joined the United States Department of Justice as an Assistant United States Attorney. For the next six years, U.S. Attorney served as an Assistant U.S. Attorney for the Western District of Louisiana, prosecuting various offenses within the district’s jurisdiction. He worked on cases that involved drug offenses, firearms offenses, immigration laws, public corruption, violent crimes, and white-collar criminal cases. During the latter part of his employment in the Office of the United States Attorney for the Western District of Louisiana, Top Federal Prosecutor Brown was assigned as the district’s Project Safe Neighborhood Coordinator. His role included coordinating and directing two task forces comprised of state and federal law enforcement agencies and state prosecutors. In this position, U.S. Attorney Brown guided a team in investigating and prosecuting cases of firearm violations and high-level violent crime organizations within the Western District of Louisiana.

Private Practice

Returning to private practice, Top Federal Prosecutor Brown resigned from the Office of the United States Attorney for the Western District of Louisiana in March 2018 and joined Hammonds, Sills, Adkins & Guice, LLP as an Associate Attorney. The law firm was headquartered in Baton Rouge, Louisiana, with offices in Bossier City and Monroe. For approximately seven months, U.S. Attorney Brown focused his legal career on handling the defense of school boards and state agencies in civil litigations and taking charge of matters involving government affairs and risk management. His position in the law firm entailed engaging in discovery and motion practice, organizing depositions, and working on settling cases without proceeding to trial.

U.S. Attorney’s Office for the Western District of Louisiana

In October 2018, U.S. Attorney Brandon Brown was offered to return to the U.S. Attorney’s Office for the Western District of Louisiana. He accepted and has then served as an Assistant United States Attorney, particularly as the Coordinator of the Organized Crime Drug Enforcement Task Force (OCDETF) of the Shreveport Division. Since his return, U.S. Attorney Brown’s practice has focused on prosecuting firearm offenses, gang activity, narcotics violations, and violent crime.

Most Significant Litigated Cases

Through over 15 years of service as a lawyer, U.S. Attorney Brown has worked on notable cases, including working as a trial counsel in State of Louisiana v. Edward L. Harris – a public corruption case that involved a mayor of a municipality making unauthorized payments to himself and town employees during the final days of his term, after losing reelection. Top Federal Prosecutor Brandon Brown also previously worked as trial counsel in the ‘cold case’ State of Louisiana v. Matt Banks, which has been revived after seven years. In 2012, U.S. Attorney Brown began working on United States v. Glen A. Miller, the first federal jury trial in which U.S. Attorney Brown served as lead counsel. The case involved an information technology contractor’s embezzlement of approximately $100,000 against a business owner. The United States Attorney Brown managed all of the trial responsibilities, which ultimately led to the defendant’s conviction on all counts, with an order to make full restitution.

Honors and Awards

As a dedicated attorney, Top Federal Prosecutor Brown has received several awards and special recognition for outstanding service or achievement. He was given a Service Recognition from the Shreveport Resident Office of the Drug Enforcement Administration in 2018; and another Service Recognition from the Shreveport Resident Office of the Bureau of Alcohol, Tobacco, Firearms, and Explosives, also in 2018. United States Attorney Brandon Brown has also been awarded the Project Safe Neighborhood Achievement Award from the U.S. Attorney’s Office in 2019.

Bar Associations and Memberships

U.S. Attorney Brown’s excellence extends beyond his professional career. He maintains active involvement in both the legal community, as well as in charitable organizations. U.S. Attorney Brandon Brown was a member of the 4th Judicial District of Louisiana State Bar Association Young Lawyer’s Section’s Executive Board from 2009 to 2012. He was also part of the National Black Law Student Association and now of the National Black Prosecutors Association, among several other bar associations.

Office Jurisdiction

The Office of the United States Attorney for the Western District of Louisiana is now under the supervision and management of U.S. Attorney Brandon B. Brown, who is to serve as the Chief Federal Law Enforcement Official for the district. The U.S. Attorney’s Office comprises approximately 70 Assistant United States Attorneys and support personnel who report in either the Shreveport or Lafayette branch of the U.S. Attorney’s Office. The responsibility of U.S. Attorney Brandon Brown as the Top Federal Prosecutor of the district includes serving and protecting its residents through working on the prosecution of criminal cases brought by the federal government, the defense of civil cases in which the United States is a party, and the collection of debts owed to the United States.
