First Assistant U.S. Attorney Douglas J. Quivey has been promoted into the highest leadership position in the United States Attorney’s Office for the Central District of Illinois. Quivey shall begin serving in the Office as the Chief Federal Law Enforcement Official of the district on March 1, 2021, filling in the position as a replacement for the outgoing U.S. Attorney John C. Milhiser, who is among the expected 55 Trump-appointed U.S. Attorneys to resign in line with the request of President Joe Biden on February 9, 2021, with the exception of three U.S. Attorneys who are currently overseeing ongoing prosecutions of high-profile cases.

Appointment
Douglas J. Quivey assumes the highest leadership position in the Office of the United States Attorney for the Central District of Illinois, taking on the new role and replacing the outgoing U.S. Attorney John C. Milhiser, who has tendered his resignation to President Joe Biden on February 11, 2021. Milhiser is stepping down after the announcement last February 9, 2021, which Acting U.S. Attorney General Robert M. Wilkinson made regarding the Biden Administration’s request for the remaining 55 Trump-appointed U.S. Attorneys to vacate their posts as President Biden is to transition into incumbency. By virtue of the Federal Vacancies Reform Act, Douglas Quivey shall officially be named Chief Federal Law Enforcement Official for the Central District of Illinois on March 1, 2021, and shall continue to lead the Office for the next 300 days or until the new administration has been able to appoint a new U.S. Attorney for the Central District of Illinois. The aforementioned proceeding is deemed common during the transition period into the new administration. It was reported that the White House made an exception for the U.S. Attorney for the Northern District of Illinois. Attorney John Laush is able to hold onto the position within the immediate future, as he was granted the opportunity to continue overseeing multiple ongoing public corruption investigations and prosecutions.
Educational Background and Early Professional Career
Acting U.S. Attorney Quivey is a graduate of Eastern Illinois University. He earned his Bachelor of Arts Degree in History in 1986 and subsequently, his Master of Arts Degree in History in 1991. He later decided to pursue a legal career. He attended the University of Illinois College of Law, receiving his Juris Doctorate in 1994, graduating Magna Cum Laude, and becoming a Law Review Editor. Before taking up his master’s degree, U.S. Attorney Quivey served as an Infantry Officer in the United States Army for four years, from 1986 to 1990. In those years, he served as a Rifle and Mortar Platoon Leader and a Rifle Company and HHC Executive Officer in Germany.
Legal Career
Succeeding his graduation from law school, Acting U.S. Attorney Quivey joined the United States District Court for the Central District of Illinois and served as a Law Clerk under the Honorable Richard Mills from 1994 to 1996. For two years, his line of work was centered on doing research and drafting legal orders and opinions within the Office. Doug Quivey later shifted to private practice and joined the Ronald Tulin, Ltd. in Charleston, IL, working in the firm for four years, from 1999 to 2000. At the time, Acting U.S. Attorney Quivey worked as an attorney who specializes in prosecutions of cases involving personal injury and criminal defense.
In 2000, U.S. Attorney Doug Quivey came to join the Webber & Thies, P.C. in Urbana, IL. He spent the next four years performing duties as an attorney in the field of litigation and estate planning. After which, U.S. Attorney Quivey settled in Springfield, IL, as a result of being made a shareholder at the Londrigan, Potter, & Randle, P.C. in 2004. The next decade in his legal career was then focused on assisting clients in several matters, particularly in business transactions and complex litigation.
U.S. Attorney Douglas Quivey ended his approximately 18 years of service in private practice and shifted to government service upon joining the Federal Public Defender as an Assistant Federal Public Defender in the Central District of Illinois, serving in the capacity for about four years, from October of 2014 to December of 2018. Doug Quivey became a part of the Office of the United States Attorney for the Central District of Illinois in January of 2019, upon being appointed as First Assistant United States Attorney to the outgoing U.S. Attorney John C. Milhiser.

Douglas Quivey is a talented prosecutor with outstanding experience in different areas of practice, including bankruptcy litigation, criminal defense, commercial litigation, civil trials and appeals, estate litigation, employment discrimination, estate litigation, labor and employment, personal injury, and white-collar crimes. On top of his intensive practical knowledge in the legal field, U.S. Attorney Quivey is also an accomplished retired lieutenant colonel who has strongly dedicated 26 years of service in the U.S. Army and the Army Reserve. Doug Quivey served in the U.S. Army beginning in 1986 and the U.S. Army Reserve since the year 1990. Acting U.S. Attorney Quivey served in a variety of positions, including being a Battalion Commander of Basic Combat Training within the United States Army Reserve. He retired from duty in 2010.
Court and Bar Admissions
Deemed as an extremely hard worker and an efficient leader, U.S. Attorney Quivey will be able to manage the Office in an effective and efficient manner. He has been granted admission into several State Bars, including the Illinois State Bar since 1994 and the Colorado State Bar since 1995. Quivey has also been granted admission to practice in the U.S. Supreme Court, the U.S Court of Appeals for the Seventh Circuit, and the U.S. District Courts for the Central, Northern, and Southern District of Illinois since 1995.
Office Jurisdiction
Douglas J. Quivey was named Acting United States Attorney for the Central District of Illinois. As the incumbent Chief Federal Law Enforcement Official for the district, Quivey is responsible for serving and protecting 46 out of the 102 counties in the State of Illinois. Moreover, he shall lead the Office in the investigation and prosecution of all federal criminal violations within the district in which the United States is a party. The Office shall also handle all civil litigations involving the United States and shall collect debts owed to the United States.
