A lifelong resident of the Cincinnati region, Kenneth L. Parker has taken over the highest position in the Office of the United States Attorney for the Southern District of Ohio. Kenneth Parker was sworn in as the Chief Federal Law Enforcement Official for the Southern District of Ohio by United States District Court Chief Judge Algenon L. Marbley on November 23, 2021. His nomination was made by President Joseph R. Biden on September 28, 2021, and the United States Senate approved his confirmation on November 19, 2021. U.S. Attorney Kenneth Parker succeeds former Acting United States Attorney Vipal J. Patel, who served on an interim basis beginning March 1, 2021, following the stepping down of former U.S. Attorney David M. DeVillers.

Educational Background

United States Attorney Kenneth Parker graduated from Tuskegee University with a degree in Bachelor of Science in May 1994. Throughout his last year of undergraduate studies, during the Summer of 1993, U.S. Attorney Parker became a Research Scholar of Preparing Minorities for Academic Careers at Duke University. His presentation in 1994 was on Presidential Power and the Constitution. After graduating from university, Top Federal Prosecutor Kenneth Parker pursued law and earned his Juris Doctorate at the Indiana University School of Law in May 1997.

Education

Legal Internships and Clerkship

Promptly establishing legal experience through internships, U.S. Attorney Parker began working in the legal field as a Summer Student Director in the Summer Work Experience in Law Program (SWEL) from June to August 1994. In the following summer, he became a Judicial Intern under the Honorable Herman J. Weber of the United States District Court for the Southern District of Ohio. The United States Attorney Parker continued his summer internships throughout his law education and became a Summer Associate at the Thompson, Hine LLP from June to August 1996. Upon earning his Juris Doctorate, he became a Judicial Law Clerk to the Honorable S. Arthur Spiegel of the United States District Court for the Southern District of Ohio. In this capacity, U.S. Attorney Parker was tasked to research the law and provide judicial opinions relevant to the Court’s position. Moreover, he was responsible for ensuring an efficient and effective conducting of his docket and the courtroom. Top Federal Prosecutor Parker remained in this position for two years, from 1997 to 1999.

Office of the United States Attorney for the Southern District of Ohio

U.S. Attorney Kenneth Parker has remained dedicated to serving in the Office of the United States Attorney for the District of Ohio. He has been acting as a lawyer in the Office for approximately 23 years, after being appointed as an Assistant United States Attorney in September 1999. Top Federal Prosecutor Parker was initially assigned to the Organized Crime Drug Enforcement Task Force (OCDETF) of the U.S. Attorney’s Office, where at least 80% of the federal offenses he prosecuted were devoted to matters involving organized drugs trafficking and money laundering organizations. In 2010, U.S. Attorney Kenneth Parker was promoted and assigned to be the Chief of the OCDETF. In this position, he led and overseeing about six Assistant United States Attorneys, along with several support personnel under the Task Force. Furthermore, U.S. Attorney Parker handled cases associated with the OCDETF but handled by federal prosecutors independent of the OCDETF.

In 2012, Top Federal Prosecutor Kenneth Parker became the Chief of the Criminal Division of the Office of the United States Attorney for the Southern District of Ohio. For approximately eight years, under the leadership of United States Attorney Carter Stewart and Acting United States Attorney Ben Glassman, Attorney Parker managed all of the federal criminal prosecutions within the district’s jurisdiction. As Criminal Chief, he supervised over 35 Assistant United States Attorneys, including five Deputy Criminal Chiefs and a Senior Litigation Counsel. His area of practice focused on the prosecution of bank robbery, child pornography, civil rights, computer crimes, drug trafficking, environmental crime, financial institution fraud, firearm offenses, gun violence, health care fraud, money laundering, organized crime, public corruption, terrorism, and white-collar crime.

Apart from being Chief of the Organized Crime Drug Enforcement Task Force and Chief of the Criminal Division, United States Attorney Parker also managed and directed several administrators of the District, including a Fact-Witness Clerk, an Intelligence Research Specialist, a Law Enforcement Coordinator, three Victim-Witness Coordinators, and about 18 paralegals.

Honors and Awards

Having dedicated over 25 years to government service, U.S. Attorney Kenneth Parker is a remarkable federal prosecutor. His excellence in prosecution has received recognition from the United States Attorney’s Office for the Southern District of Ohio twice in 2004. He was awarded two Challenge Coin Awards for the Bach et al. and the Operation Barbershop prosecutions. A few years later, Attorney Parker received the same award for his work in the Dodge City Crips Prosecution and the Grimmie Network Prosecution in 2006 and 2007, respectively. In 2008, he became a recipient of the Distinguished Law Enforcement Group Achievement Award from the Honorable Nancy H. Rogers, Attorney General for the State of Ohio. He was also deemed by the Hamilton County as an Ohio Law Enforcement Appreciation and Achievement Award Recipient for Best Overall Investigative Job Leading to Solution of Crime.

On top of his proficiency in prosecution, Top Federal Prosecutor Kenneth Parker has demonstrated efficiency in leading his teams. He was awarded the Director’s Leadership Award by the National Bar Association Region IV in 2005, the Ohio Valley Chapter Leadership Award by the National Multiple Sclerosis Society in 2011, and the Rob Portman Leadership Award by PreventionFIRST! in 2017. The United States Attorney Parker has also been recognized by the Federal Executive Board of Greater Cincinnati, naming him as a Public Service Recognition Week Honoree and awarding him the Federal Service Excellence Award in 2002. In addition, he has been named in several distinguished lists, including in the Ohio Super Lawyers Recognition in the Cincinnati Magazine in 2004; in Forty Under 40 by the Cincinnati Business Courier in 2010; and in Nation’s Best Advocates: Forty Under 40 by the National Bar Association in 2012.

Most Significant Litigated Cases

Aside from holding leadership roles such as being the OCDETF Chief and Criminal Division Chief, U.S. Attorney Kenneth Parker’s legal practice has been devoted solely to litigation. Among his most significant litigated matters include being the lead prosecutor in the conviction of defendants Stegawski and Callihan for conspiring to distribute and dispense prescription drugs, as well as for conspiring to launder money and providing for the continuous operation of illegal distribution of drugs. Top Federal Prosecutor Parker also facilitated the prosecution of over twenty individuals in relation to the mission of the Ohio High-Intensity Drug Trafficking Area (HIDTA). He was also involved in the prosecution of two members of a drug trafficking organization that deemed the Cities of Chicago and Atlanta as the main “distribution centers” and branch offices” of their extensive drug trafficking network.

Working with the FBI and the Warren County Drug Task Force, U.S. Attorney Parker successfully sought the indictment of eleven individuals who were involved in operating a drug trafficking organization between the Southern District of Ohio and the State of Arizona. Intense collaboration with federal and state law enforcement partners allowed U.S. Attorney Parker to lead not only the prosecution of 11 defendants but also in solving the murder of Jeff Thomas in Dayton, Ohio. His impeccable work, in this case, has been duly recognized as he was awarded the Challenge Coin Award in 2004. Top Federal Prosecutor Parker continued to pursue justice in drug trafficking after that.

He persisted in helping the program expand to the Cities of Columbus, Dayton, and Hamilton.
