Randy S. Grossman
A new Acting United States Attorney has been appointed in the Office of the United States Attorney for the Southern District of California. Randy S. Grossman is to replace the outgoing U.S. Attorney Robert S. Brewer, Jr. The latter is among the 55 Trump-appointed prosecutors who have been requested to step down from their post an announcement made by the Acting United States Attorney General Robert M. Wilkinson on February 9, 2021. Top Federal Prosecutor Brewer submitted his resignation on the same day and will officially be succeeded by Randy Grossman on March 1, 2021. The adjustments made in the offices across the country are considered a routine in the transition into a new administration.

Appointment
The Office of the United States Attorney for the Southern District of California welcomes a new Acting United States Attorney. Randy S. Grossman steps into the position of Chief Federal Law Enforcement Officer of the district by virtue of the Federal Vacancies Reform Act, following the stepping down of former U.S. Attorney for the Southern District of California Robert S. Brewer, Jr., who tendered his resignation on February 9, 2021 – the same day that Acting United States Attorney General Robert M. Wilkinson announced the request of President-elect Joe Biden for the remaining Trump-appointed federal prosecutors across the country to vacate their posts. Randy Grossman shall officially take over in the Office on March 1, 2021, as a part of the routine in the transition into a new Biden Administration, and shall remain in position for 120 days or until a new Top Federal Prosecutor has been appointed and confirmed by President Biden and the Senate, respectively.
Educational Background and Bar Admissions
Randy Grossman is a graduate of the University of Arizona, earning his Bachelor of Science in Economics degree in 1992. He later attended the California Western School of Law and subsequently received his Juris Doctorate, graduating Magna Cum Laude in 1995. At the time, he was also the Notes and Comments Editor of the California Western Law Review. Acting U.S. Attorney Grossman has been an active member of California’s State Bar since November 22, 1995.
Legal Career
Launching his legal career as a Deputy District Attorney, U.S. Attorney Grossman was a part of the San Diego County District Attorney’s Office from February 1996 to February of 2004. With over eight years of experience as a state prosecutor in the District Attorney’s Office, Grossman has been able to do outstanding work – prosecuting over 80 cases to jury verdict, including matters involving gang crime, homicide, and other crimes of violence. U.S. Attorney Grossman has a substantial amount of experience in the legal field, including having investigated and prosecuted numerous high-profile cases such as the lengthy trial featured on NBC’s Crime and Punishment.
After his almost a decade of service in the San Diego County District Attorney’s Office, U.S. Attorney Grossman shifted to private practice and joined the McKenna Long & Aldridge LLP. He initially came in as an Associate Attorney of the Office, working in the position for two years, until January of 2006, prior to being appointed as partner of the law firm later on. With over five years of service in the aforementioned international law firm, U.S. Attorney Randy Grossman has gained valuable experience as a prosecutor and private practice litigator. He worked at the McKenna Long & Aldridge LLP from February of 2004 to February of 2009 prior to joining Jones Day as a partner. Acting U.S. Attorney Grossman spent a considerable chunk of his legal career in this international law firm, which happened to be the fifth-largest law firm in the United States and the 13th highest-grossing law firm in the world. For a little over 11 years, Grossman remained a partner at Jones Day, further advancing his practical skills and improving his knowledge in criminal prosecutions and civil litigations.
Throughout his 16 years of service in private practice at the two international law firms, U.S. Attorney Randy Grossman has developed expertise in the field of complex civil litigation, corporate internal investigations, and white-collar criminal defense, on top of being able to serve as pro bono representation of refugees looking for security and protection. Furthermore, Grossman has tried cases in federal and state courts and has demonstrated quality work in defending companies in a wide variety of prosecutions and cases, with emphasis on matters involving health care fraud, and defenses against the Foreign Corrupt Practices Act, the Federal Food, Drug, and Cosmetic Act, and the Federal Anti-Kickback Statute. Among his other private practice experiences include the defense of a government contractor during an investigation led by the Department of Justice, NASA, and the Defense Contract Management Agency. Another notable involvement is being able to act as trial counsel for several cases, such as the case against the SEC involving mortgage fraud and the criminal case delivered by the Office of the United States Attorney against a hospital involving allegations of violations of the anti-kickback statutes. Acting U.S. Attorney Randy Grossman has also been able to defend a national retailer in an investigation by the California Attorney General involving the violation of the Unfair Competition Law and work in defense in a franchise class-action litigation.
U.S. Attorney Grossman returned to public service in March of 2020, first joining the Office of the United States Attorney for the Southern District of California as an Assistant U.S. Attorney. He was appointed in the Border Enforcement Section, as well as in the Major Frauds and Public Corruption Section, prior to being appointed as First Assistant U.S. Attorney to former U.S. Attorney Robert Brewer in September of 2020.
Volunteer Experiences
Apart from being an excellent prosecutor and private practice litigator, U.S. Attorney Randy Grossman has shown dedication to being a community leader. His volunteer experience includes being in the Legal Ethics Committee of The San Diego County Bar Association for almost two years, from January of 2008 to December of 2009. Simultaneously, U.S. Attorney Grossman served as a Lawyer Representative at the United States District Court of the Southern District of California for approximately three years, from January of 2008 to December of 2010. In November of 2005, U.S. Attorney Grossman has also begun serving in the Governance Board of Directors of the Walden Family Services, handling matters involving adoption, foster care, and youth services agency for five years, until November of 2010. In January 2013, U.S. Attorney Randy Grossman had become a member of the Board of Governors of the Association of Business Trial Lawyers in the San Diego Chapter and had been an active member of the board for over eight years. Acting U.S. Attorney Grossman also serves as a Trustee for the California Western School of Law – responsible for providing fiscal governance and supervision regarding all of the law school’s operations.
Honors, Awards, and Publications
One of the trustees of California Western School of Law, Top Federal Prosecutor Randy Grossman has been given a number of honors and distinctions in recognition of his contribution to the San Diego community, along with his intense devotion to serving local bar organizations as well as representing clients in pro bono matters. He has been named in the Best Lawyers in America from 2010 to 2019 and has also been recognized in the Super Lawyers, White Collar Criminal Defense from 2010 to 2019. Office Jurisdiction
The Office of the United States Attorney for the Southern District of California comprises the San Diego and Imperial Counties. As the interim United States Attorney, Randy S. Grossman is responsible for managing and overseeing all federal criminal prosecutions and all the civil litigations within the district, particularly those wherein the United States is a party. Moreover, the Office shall collect the debts owed to the United States.
