Richard G. Frohling
Richard G. Frohling will begin serving as the new Chief Federal Law Enforcement Officer of the Office of the United States Attorney for the Eastern District of Wisconsin. By virtue of the Vacancies Reform Act, Richard Frohling shall serve as the Acting U.S. Attorney, following the resignation of former U.S. Attorney Matthew D. Krueger, as announced on February 11, 2021. Frohling will officially move into being Top Federal Prosecutor on February 21, 2021, and shall remain in the position for 300 days or until President-elect Joe Biden successfully appoints a new U.S. Attorney for the Eastern District of Wisconsin.

Educational Background and State Bar Admission
Acting U.S. Attorney Richard Frohling is a graduate of the Yale University, from where he received his Bachelor of Arts Degree in 1993. He was also a Magna Cum Laude graduate of the University of Wisconsin Law School, earning his Juris Doctorate in 1996. U.S. Attorney Frohling has been granted admission to the State Bar of Wisconsin since then.
Legal Career
After law school, U.S. Attorney Frohling served as a Law Clerk under the honorable Terence T. Evans of the United States Court of Appeals for the Seventh Circuit. He then launched his legal career by joining private practice in a large law firm as an Associate. Bringing many years of invaluable service to the United States government, Richard Frohling came into the United States Attorney’s Office for the Eastern District of Wisconsin in 2000. He first performed the duties of an Assistant U.S. Attorney until he was promoted into being the Deputy Criminal Chief and was then held responsible for supervising the white-collar cases brought in the Office. He served in the position for about four years, from 2004 to 2010, prior to becoming the Chief of the Criminal Division in March of 2010.
U.S. Attorney Richard Frohling has provided outstanding service in the Office of the United States Attorney for the Eastern District of Wisconsin for more than 20 years now. Inside the Office, U.S. Attorney Frohling has handled a wide variety of criminal cases, ranging from antitrust matters, complex fraud, racketeering offenses, and tax litigations to all sorts of violent crimes. On top of that, he has held several leadership roles, including being the First Assistant U.S. Attorney beginning in 2015.
A year prior to being appointed as second in command in the United States Attorney’s Office for the Eastern District of Wisconsin, Richard Frohling was appointed by former U.S. Attorney James Santelle to serve as an Election Officer for the Eastern District. In this position, U.S. Attorney Frohling was responsible for overseeing the management of matters regarding complaints of voting rights abuses and election fraud within the District, in consultation with the Justice Department Headquarters officials in Washington D.C. Richard Frohling was on official duty while the polls were open during the election on November 4, 2014, to appropriately respond to complaints.
Several Cases which U.S. Attorney Frohling Prosecuted
Among the many successful prosecutions that U.S. Attorney Richard Frohling has handled is the case of two Missouri men who have been involved in illegal possession of firearms. The criminal complaint alleged that a tip was made regarding the suspicious travel of offenders Michael Karmo and Cody Smith, moving from Missouri to Kenosha, Wisconsin. The offenders admitted to being members of the 417 Second Amendment Militia. They were found to be in possession of an Armory AR-15 assault rifle, a Mossberg 500 AB 12-Gauge shotgun, two handguns, a silencer, ammunition, body armor, a drone, and other materials. It was said that the offenders were on their way to loot.
Another case that U.S. Attorney Frohling prosecuted is the federal case against former Milwaukee Ald. Willie Wade has been sentenced to four months in prison for illegally obtaining $100,000 cash, claiming to be responsible for negotiating on behalf of an incumbent Milwaukee Alderman’s securing of votes. The United States Attorney Frohling said that the offender made a series of lies to obtain money illegally. The offender was also put on three years of supervised release and was ordered by a court to pay restitution.
Office Jurisdiction
Richard G. Frohling is now the incumbent Chief Federal Law Enforcement Officer for the Eastern District of Wisconsin. As Acting United States Attorney, Richard Frohling is responsible for serving and protecting all of the 28 counties and the 3.3 million people that make the District. Apart from that, he is in charge of overseeing more than 80 dedicated attorneys and support personnel. Richard Frohling’s jurisdiction as Top Federal Prosecutor covers Appleton, Green Bay, Kenosha, Milwaukee, Oshkosh, Racine, and Sheboygan. The Office shall handle all of the federal prosecutions and civil litigations. The United States is a party and shall also handle all criminal and civil matters within the Eastern District of Wisconsin.
