By the authority entrusted to Attorney General Jeff Sessions, Richard P. Donoghue was appointed interim United States Attorney for the Eastern District of New York on January 5, 2018. Prior to the expiration of the 120 days after being appointed by the Attorney General, pursuant to 28 U.S.C. § 546, Chief Judge Dora L. Irizarry of the United States District Court for the Eastern District of New York officially appointed Richard Donoghue as U.S. Attorney on May 5, 2018.

 

Education

Graduated, cum laude, with a Bachelor of Arts degree in Political Science in 1989, Richard P. Donoghue sought his Juris Doctorate at the St. John’s University School of Law, graduating in 1992.

 

Military Service

A year later, Richard P. Donoghue began his seven-year service on active duty at the United States Judge Advocate General’s Corps, from 1993 to 2000. During the first two years of his service to the Army, Richard P. Donoghue was a paratrooper in the 82nd Airborne Division. Through the rest of the years, he worked as a Military Magistrate Judge – supervising administrative duties, such as manage first appearances of criminal defendants, as a Federal Prosecutor – handling litigation cases involving federal crimes, as a Defense Counsel – conducting researches and investigates on criminal matters, and as a Contract Litigator – devising legal documents and assisting in regulatory and compliance requirements.

 

Service at the U.S. Attorney’s Office

In 2000, Attorney Donoghue’s 11-year service to the United States Attorney’s Office for the Eastern District of New York began. He was Assistant U.S. Attorney, Chief of Criminal Division, and Chief of the Long Island Criminal Division. He had a broad range of work where he preceded over general supervision of the enforcement of all federal criminal laws, as well as investigating and prosecuting them. Atty Donoghue’s field of work focused on the litigation of the Mara Salvatrucha 13 (MS-13) racketeering cases, which was commended by Attorney General Jeff Sessions. Richard P. Donoghue also prosecuted legal matters involving white-collar crimes, public corruption, fraud, drug trafficking, violent crimes, among other federal offenses.

 

Honors and Awards

Richard P. Donoghue has received numerous awards as a federal prosecutor, including the New York City Bar Association’s Henry L. Stimson Medal in 2007, and the Eastern District Association’s Charles E. Rose Award in 2009. He was also awarded several times for his exemplary service to the U.S. Army, including the Army Achievement Medal in 1993, the Army Commendation Medal he received twice in 1996, the Humanitarian Service Medal in 1997, and the Meritorious Service Medal in 1999 and 2000.

Participating in private practice in 2011, Richard P. Donoghue joined the C.A. Technologies, where he became Senior Vice President and Chief Litigation Counsel. From 2011 to 2018, Richard Donoghue supervised the overall litigation matters of the company worldwide.

 

Special Litigated Matters

Recently, in 2020, Richard Donoghue has been tasked by the Department of Justice to handle all Ukraine-related efforts, allowing the reduced risk during investigations involving certain Ukraine issues.

 

Office Jurisdiction

Incumbent United States Attorney for the Eastern District of New York, U.S. Attorney Richard P. Donoghue oversees the Brooklyn, Queens, and Staten Island in New York, and Nassau and Suffolk Counties in Long Island. He also supervises a staff of 175 attorneys from both the civil and criminal divisions. Richard Donoghue vows as a chief federal prosecutor of the district that “together, we will pursue justice, protect the people of this great nation and be faithful to the rule of law.” The U.S. Attorney’s Office is in charge of federal crimes involving public corruption, firearms, financial fraud, and narcotics, among others. Additionally, the office manages civil cases involving the United States and recovers debts owed to the United States.
