Appointment
Leonard C. Boyle has been elevated to being the interim Chief Federal Law Enforcement Officer for the District of Connecticut. The Department of Justice has appointed Boyle to take over in the Office of the United States Attorney by virtue of the Federal Vacancies Reform Act, subsequent to the resignation of U.S. Attorney John H. Durham, which shall be effective on February 28, 2021. The adjustments brought about in the Office is in response to the announcement made by Acting U.S. Attorney General Robert M. Wilkinson on February 9, 2021, requesting the remaining 55 Trump-appointed U.S. Attorneys to step down from their current positions in preparation for the appointment of new U.S. Attorneys for the different Offices in the United States as a part of the transition into the Biden Administration. The Glastonbury resident, Attorney Leonard Boyle, is expected to serve in the position of Acting U.S. Attorney beginning on March 1, 2021. He shall remain in the capacity for 120 days. Until such time, President Joe Biden and the Senate have nominated and confirmed a new United States Attorney for the District of Connecticut.
Educational Background and Early Professional Career
Acting United States Attorney, Boyle graduated from the University of Hartford in 1980 and subsequently earned his Juris Doctorate from the University of Connecticut School of Law in 1983. Juggling his undergraduate studies with work, Leonard Boyle worked as a Police Officer for the Town of East Hartford for about five years, from 1975 to 1980.
Legal Career
U.S. Attorney Boyle has a long and distinguished career in law enforcement, which began in his aforementioned stint as a Police Officer prior to entering law school. His almost two decades of service in the Office of the United States Attorney for the District of Connecticut started upon his appointment as Assistant United States Attorney by former U.S. Attorney Stanley A. Twardy, Jr. in 1986. It was reported that former U.S. Attorney Twardy’s decision to bring Boyle into the Office was based on Leonard Boyle’s demonstration of exceptional legal and interpersonal skills, as well as having shown an ethical compass that is to be admired.
“I brought him on because Len had the legal skills, interpersonal skills and the ethical compass that made him attractive to us … he is someone who knows right from wrong.”
After eight years of being Assistant U.S. Attorney, Len Boyle was promoted by then U.S. Attorney, Christopher F. Droney, into being the Chief of the Criminal Division. Droney commended U.S. Attorney Boyle for his outstanding experience and service to the United States – both as a Commissioner of the State Police and as a Police Officer. He remained the Chief of the Criminal Division of the Office of the United States Attorney for the District of Connecticut for four years, from 1994 to 1998, prior to shifting to private practice.
“I couldn’t think of anyone better for this job. It’s rare to have someone with the kind of experience he has not just with the U.S. Attorney’s Office, but also with the state as commissioner of the State Police and as a police officer,” said former U.S. Attorney Droney.
Following his short time of service in private practice, U.S. Attorney Leonard Boyle returned to government service and joined, once again, the United States Attorney’s Office for the District of Connecticut. Boyle was appointed as the Special Attorney to the U.S. Attorney General. He was responsible for investigating and prosecuting public corruption involving law enforcement officials and organized crime figures within the Boston area. At the time, Acting U.S. Attorney Boyle worked very closely with former U.S. Attorney Durham on allegations of law enforcement corruption, which later led to the conviction of mobster Whitey Bluger. Len Boyle served as a part of the task force for almost four years, from 1999 through 2003, until he was appointed as Counsel to the U.S. Attorney in January of 2003. On top of serving as Counsel, U.S. Attorney Boyle was also appointed to supervise the Corporate Fraud Unit of the Office of the United States Attorney for the District of Connecticut. With his comprehensive background in law enforcement and prosecution of federal crimes, Boyle has developed a record of addressing and combatting organized crime and public corruption.
Leonard Boyle served in the position of Counsel to the U.S. Attorney for one and a half year, until August of 2004, and subsequently became the Commissioner of the Connecticut Department of Public Safety as appointed by former Governor Mary Carolyn “Jodi” Rell. After three years, in March of 2007, he was appointed by then Federal Bureau of Investigation Director, Robert Mueller, as the Director of the Terrorist Screening Center of the FBI in Washington, D.C. Boyle’s law enforcement and management experience now includes almost two years of service as a Director in the FBI, performing duties in the capacity until February of 2009.
Acting U.S. Attorney Boyle later returned to Connecticut and was appointed by the Criminal Justice Commission as the Deputy Chief State’s Attorney for Operations, in June of 2009, by means of a unanimous vote. Boyle has dedicated about a decade of his life to serving with distinction in the Division and has committed to the service of the people of Connecticut, as well as in the pursuit of justice. In this capacity, Boyle was in charge of overseeing the specialized bureaus and units of the Office of the Chief State’s Attorney, which are all dedicated to the investigation and prosecution of matters involving elder abuse, Medicaid fraud, public integrity violations, Workers’ Compensation fraud, along with other complex matters that involved more than one Judicial District. On top of that, he managed the different bureaus devoted to representing the state before the Connecticut Supreme Court and the Connecticut Appellate Court, particularly in appeals of criminal convictions, among other matters. The Honorable Richard N. Palmer, former Chairman of the Criminal Justice Commission, made the announcement regarding the appointment of Leonard C. Boyle as the Deputy Chief State’s Attorney for Operations. Justice Palmer extended his congratulations to Attorney Leonard Boyle and has expressed his confidence in him.
“We are confident that this legacy of service and commitment to the pursuit of justice will continue with our appointment today of Leonard Boyle.”
Succeeding his nine years of service in the Connecticut State – Division of Criminal Justice, wherein he was reappointed for another four-year term in 2017, Leonard Boyle has been summoned to the Office of the United States Attorney for the District of Connecticut. Now on his third stint in the Office, Boyle was tapped to become the First Assistant United States Attorney to then U.S. Attorney John H. Durham in June of 2018. At the time, former U.S. Attorney Durham acclaimed Len Boyle for being a true servant and a great asset to the whole Department of Justice.
“Len Boyle is a true public servant, and we and the entire Department of Justice are tremendously fortunate that he has decided to bring his legal skill, extraordinary judgment and decades of professional experience back to our Office,” said U.S. Attorney Durham.
Prosecution with Now Wife, Former U.S. Attorney Nora Dannehy
Acting United States Attorney Leonard Boyle has served in the Office of the U.S. Attorney for approximately 17 years. Within those years, he has managed a wide range of prosecutions, and a number of high-profile cases, including the prosecution of former States Treasurer Paul Sylvester. The latter has been linked to an act of Public Corruption. During the Sylvester Prosecution, U.S. Attorney Boyle served as a co-counsel with former Assistant U.S. Attorney Nora Dannehy, who is now his wife. As dubbed by many legal circles, Connecticut’s power couple have both been appointed into two of the most powerful positions in Connecticut recently. Dannehy will now serve as the new General Counsel to Governor Ned Lamont, beginning on March 5, 2021.
Teaching Background
Apart from his career as a prosecutor and as a law enforcement official, U.S. Attorney Boyle was also previously an Adjunct Professor at the University of Connecticut School of Law.
